    I can't see the pics posted. I'm basing my opinion on my knowledge Russian Tortoises. I'm sure the real experts will see this and pop their heads out of their burrows.

    Young tortoises have female characteristics. and the male characteristics don't start appearing until the tortoise is large enough to be getting to breeding size. With your tortoise I'd say that's just about now (unless there's a health reason for the penis to be coming out).
