He is exerting his dominance over the other tortoise. It is better to keep them apart. Tortoises don't need friends or time to bond with other tortoises. It just stresses them out.

The one that is being mounted is being pressured to leave the area by the other one. If he doesn’t then a proper fight is inevitable and this species will bite and draw blood.

He can’t leave. He is stressed. He is likely to become sick. You need to keep these two entirely separately... now.

dogs do that as a sign of dominance as well. you should never keep 2 torts together.
