Milorganite Lawn Fertilizer

Has anyone used Milorganite lawn fertilizer on their lawn that they feed to their tortoise? It's supposed to be an organic nitrogen fertilizer. I'm having problems growing my winter lawn without using chemical fertilizers, and regular manure isn't cutting it either.

I use regular fertilizer in all my tortoise and horse pastures. But I keep the animals off them for a couple weeks while I water it and while the sun does its job of dissipating the chemicals.

I don't have the room to keep Mr. T off of the lawn for a couple of weeks and he'd probably bulldoze whatever barrier I put up anyway...
