My baby sulcatas throat is swollen n pulsing

The other day i was letting my baby sulcata roam around outside n when i picked her up i noticed she was getting red around her neck. i waited a bit n the redness went away. This morning i noticed it looks like if her neck is pulsing or if she’s having trouble breathing almost? i have another baby sulcata the same age n he has no movement in his neck whatsoever but this ones looks like it’s pulsing. this one is way more active than the other so i’m hoping that’s why she’s breathing crazy n it looks like that? i’m worried

I don’t see nothing. Maybe overheating, don’t ever let your tortoise outsid.
What are the temperature?
What’s the humidity?
Soak him/her each day.
What are you feeding?

it would probably be better seen in a video, her neck swells up and goes back down /-:
i’m feeding them baby spring mix, sometimes
hibiscus leaves and prickly pear cactus & i’ll sprinkle calcium on their food maybe 2 times a week
the temp is always around 90, i do soak but this one hates it she doesn’t stand still for not even a second
