my red foot has a flaking part of his shell

Boris the tortoise is about 5 I've had him for about 2-3 years he has been fine. When I got him his shell was pyramiding but not anymore. This summer I noticed that a part of his shell was flaky, it didn't seem to bother him he is still the very social happy tortoise he has always been so I left it alone. His shell is not getting better or worse but I don't want to peel it off. The section of shell is right above his back left foot on the edges and it isn't gray, soft or smelly just flaky. I can't see the flaking in that photo, but I do see a little of what looks like marbling.

How much unfiltered sunlight does he get?

In the summer he lives outside but at night and during the winter fall and spring he's inside under a heat lamp with a red and white bulb. The flaking is hard to see and it took me awhile to notice but its where the side of the shell meets the bottom at the smallest section on the right top edge.
