My step dad says as long as I soak my tortoise is doesn't need to eat

I'm scared because my baby sulcata won't eat and I've had him for a week I've been soaking him but he still won't eat my step dad says he won't need food as long as he soaked I don't believe him because a animal needs to eat something right and he keeps calling me a idiot and that my tortoise is going to if I feed it

Tortoises can't live on water alone. Babies specially need too eat. They should be fed every day and have food available every day. They don't have to eat every day but they usually will eat several times a day if everything is right with the enclosure, heat, etc.
what are the temps? All over, basking and what type of lighting and heat are you using? Also what species and age are we talking about?
