Put the water dish level with the substrate and then press the rocks into the substrate level with the water dish.

Get rid of all of that and sink a terra cotta plant saucer into the substrate. No tortoises are afraid of that.

I did this to minimize how much substrate gets in the water bowl.

Rocks can work well for that, but yours do seem a little big. Do you have any flatter ones? Sinking the dish down will help your tort climb in a bit better, too.

My tortoise just climbed in the water bowl. I think he just was scared because it was something new.
