Need advice on humidity and lighting for indoors

ok so today my dad and i are bulding a top for my tort enclosure. How can i keep it warm and humid and have my uvb light shine in?

Build it tall enough so that you can hang your lights inside. It is possible to do this with 24", but 30" adds in a nice little margin of error.

Some pics might help us give you some better suggestions.

Wold putting holes in the lid work as well?

Yes. If you have the tools to cut a hole, that would work. Just make sure the wood has clearance from the light fixture, which can get very hot.
Your lid will be at least partly clear, or screen, so you can see in?

It can work but not as well. You will need much higher wattage bulbs and a large percentage of the heat you generate just goes up and into the room. It also creates a chimney effect which draws cool dry air from the room into your enclosure and warm air up and out the top.

If you do put holes in the lid. You can line the rim of the hole with tinfoil. That will keep the wood from getting too hot and starting on fire.
