Need advice

Hallo all, I would like some of your insights. I live in RSA, a country with a lot of tortoise species natively (12 species I think), but ironically it is near impossible to get a tort.
I looked at what I could do here, but the closest I could get is pay a R200 ($15) permit fee, and I have a chance to get one (older confiscated) tort after inspection.
But I want to raise a hatchling, you know, almost like a lifelong pet (or is that silly?).
From a little bugger I want to see it grow and thrive as we age together.
I even looked for a tort internationally, you name it, I must've contacted what feels like them all, sadly the cost is astronomical. Even some have a minimum of $20 000 to ship. (That's crazy btw! In SA thats about R290 000, I could buy multiple cars for that price!)
So I would like to ask for advice on the whole situation, what do you guys think I should do.
The reason I want a tort so badly, is that I had one about 5 years back, from one of my fathers colleagues which since passed, a leopard hatchling, which just suddenly passed one day)
I feel now is the time for me to get back at it and try again.
