Need help - Vitamin A options for Russian Tortoise

I have a flat stone that I put tortoises food on. The surface is rather rough and his beak is nice and short. He also has his cuttlebone that he bites on.
I think that possibly overgrown beak like that prevents him from eating. Wet Mazuri is great for serving supplements to an animal. You just get it wet and roll the powder in.
Do you soak your little guy?

The vet (a different one from last time) looked him over and said his eyes appear normal. She said that he needs more exercise and told me it was OK to take him outside as long as it was at least 45 degrees (F) outside. That's the first time I've ever heard of taking him out when its that cold. Anyway, yesterday he was crawling over snow banks with his short beak.

I'm working on his environment. I'm going to try to tackle the humidity first.
