It's one of the Testudo torts. I am guessing Hermann's but would need a photo including the head to be sure. The shell condition suggests an escaped pet rather than a wild tort. From what I can see the only native of the Czech Republic is the European Pond Turtle.

Turns out it's a neighbor's. They supposedly bathe and feed it in winter, and let it roam the backyard "garden" (i don't have details on what kind of garden) in the summer, giving it only water to drink. He likes to escape.

It’s an Eastern Hermanns Tortoise (Testudo hermanni boettgeri) for sure.
