Slow down and back up. Don't think about breeding until you learn enough to keep adults healthy first.Tortoises are about patience.
Getting a pair was not a good idea to start with. The male can make the female's life miserable, and often they need to be separated. As already said, older larger females are more successful breeders. A breeding colony contains more females than males.
Make them a naturalistic habitat with some deep soil substrate and plenty of hides & good light. Tile floor is too hard & cold, and wrong in every way. You can keep them indoors if you must, but not as you have begun. Any hide box needs to be moisture proof.
