I’m confused as to where to have him? I was advised to keep him inside to keep warm, with lighting. I live in Southern California. I’ve had him almost 4 months I feed it romaine, greens, leaves, flowers. It gets plenty of sun sm I missing anything?? I’m mmore than likely it’s a Gopherus agassizii, correrct? Any help would be appreciated. Here is his area and burrow :)

Do you have a license to own this tortoise? It is illegal in California to own a desert tortoise as they are federally protected.

We don't advocate brumation for tortoises that you have had for less than a year. You haven't had him long enough to know if he's healthy enough and has enough fat on him to brumate.

Keep him awake this winter and allow brumation next winter.

You are misunderstanding the info given. We say keep him inside to keep him from wanting to brumate. If he's living outside and eating daily and not acting like he wants to brumate, then let him stay outside. But my gut tells me that as soon as he realizes the days are shorter and the nights are cooler, he's going to stop eating and you'll be right back here asking why your tortoise has stopped eating.
