New Russian tortoise owner! Any advice appreciated:)

Hi guys, we have recently got our first Russian tortoise and he didn't seem to be in the best way when he came to us. He was in a small vivarium (about 3ft by 2ft) and couldn't get away from the heat. His beak is pretty overgrown but he now has slate to eat off and a calcium cactus block. We have also started soaking him.
His new enclosure is a table rather than a viv, about 5ft long and but we are going to build him a large outdoor enclosure once the weather warms up (we're in the UK). His basking spot is between 30 and 35 degrees Celsius and his cool end drops to a lowest of 18 at night. He has a UV strip light and a separate heat bulb.

He seems to have cut his neck on a bit of his shell and we were wondering if anyone had any advice about whether he looks healthy/the condition of his shell and anything else that will help give him the best possible life Sorry for the long post, just desperately want to do everything right for him.
