It looks like a very dehydrated REDFOOT tortoise.
Try to give him a nice soak in a shallow pan of warm water.
Even in a bath tub.
Tell us more about how he is kept. His enclosure. His lighting. Heating and diet.
This is not an animal that can be left outdoors in Connecticut

Redfoot is a rare species that can process sugars.
Do you have any fruit?
How much do you know and what do you need help with?
I don’t know anything about him. I got him today from a family that never took care of him.
I have a Russian tortoise so he’s knew to me

Awe man really do they not like each other ?
Tortoises are solitary.
They can be forced to live together in groups of the same species. With many females per male and with hundreds of square feet to roam.
But never mix species
And never keep a pair of any species
These two carry different pathogens. One being just near the other could make them very sick if they never even meet. They Require very different heat and humidity levels. Have wildly different diets. And probably most importantly to know right away is that Russian tortoises are very territorial and often fight. Redfoot are often more passive. The new Redfoot is in some serious danger.
They both are if not separated right away and fed and housed appropriately
