They aren't insulated usually. Depending on where you live. You will have to insulate and heat. Babies should not be left outside in the winter, until they are much larger, 8 inches or so. Also a sulcata or Aldabra will not do good in one that size if that's the one space they will have,

Sure, that would work, however, you'd have to insulate it. For the tortoise door, you could just open one of the walk-in doors and have a piece of plywood covering the upper 3/4's. Then close the walk-in door at night.

Its pretty easy to insulate a shed. I used the 4x8 sheets of 3/4" styrofoam insulation, with 1/4" plywood over that to protect the foam from the tortoises. It was hard to find 1/4" plywood, so I bought the cheapest paneling I could find.
