We have three horsefield tortoises they keep laying eggs ghetto are in an incubator but they never hatch out what am I doing wrong

Yes we definitely two males and one female

A vet who specialised in tortoises sexed them a year ago and confirmed they were two males and one female but he has since retired

1) the incubation protocol is not optimal
2) the eggs are infertile
3) female does not have the nutritional support to lay viable eggs
4) female is too stressed by some factor to lay viable eggs

How are you incubating the eggs, temp humidity?
What kind of incubator are you using?
Are you making sure NOT to rotate the eggs?
How are you determining that the eggs are not fertile or developing?
How long have any of them incubated for?

Great that a vet told you the sex, but I'll work off of my own observation, please post images of the tails/plastron.
