That could be a sign of a serious problem. I believe a visit to a good vet would be in order. My eastern box turtle started swelling a few weeks ago I thought it was slow because of winter but I looked and it can’t pull its arm into its shell. It also has a hard time moving around and doesn’t seem to ever move its arms.

Agreed. But please make sure it is a vet that knows how to take care of turtles, and not just a 'general' vet. That could be a sign of a serious problem. I believe a visit to a good vet would be in order.

If you are in the area of MD close to Philadelphia, you could take your turtle to the exotics department at the Univ. of PA Vet School. They have a good staff there.Perhaps @jeff kushner can recommend one?
