Russian bump near mouth

My russian tortoise has developed some sort of hard lump like coming out of the bottom of his mouth near the top of his neck. It is sort of near the corner but bottom of his mouth. I have no clue what it is. But when I touch it, I can move it. It almost looks like bone ( but its not) coming out of his skin. please help! He also sheds skin around the mouth area and one day it was bleeding! Is his tortoise table too dry?? HELP

Is it in the area where there would be an ear? If so, its probably an abscess. Can you show us a picture?
