Russian Tortoise enclosure size? Low on space,

We have a lot of animals and our Russian Tortoise, Artemis, is living in a 3x2 Zoo Med tortoise house right now. I want to get another to double the space, but I have no idea where I would put it. What is an appropriate size enclosure for him? Since we are in cold Ohio, he will only eat to go outside most days from maybe June-August in the outdoor habitat we are building him. Also, since his cage is so small, I don't know what 'toys' to give him to entertain him.

Have you thought about instead of expanding outward, instead go upward and make a second story?

I'm not sure how well that would work. I'm thinking about using corrugated plastic like I used for my guinea pigs and creating a 3x3 enclosure and clamping the lifts on the side. How does that sound?

3x3 isn't much bigger then what you have. You could unscrew the base of the zoo med house from the walls, build a wooden box the same size and extend it vertically by setting it on topThen build a second story inside.
