Russian Tortoise Leg Scales Coming Off

Today I noticed my russian's leg scales are coming off.
Trying to post images cant figure out how.

Some but have had him for 2 years just noticed.

The picture isn't very clear, so it's hard to tell if there is a problem.
He could just be shedding.

Sorry camera is crap. It is affecting about 2 scales on each leg. Would that be shedding? Under all of the scales there is a white thing.

Without seeing it, I can't be positive. The white could be the new scale.

I would not worrie, probably he lost them during one of his escapades. If there isnt any puss or white stuff on it I would just leave it as it is. New scales will grow in time.
