Russian tortoise restless and not eating

I have had my female Russian tortoise for two years. According to the vet, she was small when I got her. In the last week, she has been really restless roaming her 2x3 foot cage. I did change her light bulb due to needing to be replaced. She is also eating very little. I have noticed she is eating her substrate. Her normal diet is romaine lettuce, red leaf lettuce, radicchio, and will occasionally get small amounts of kale and spinach. She has zero interest in her food. She still has a lot of energy. I just dont know what to do to help her feel less restless. Thanks for the help!

Thanks for the tip. This is the setup. Under the lamp it is about 90 degrees on the substrate

It's a bit small for a young Russian - juveniles and adults need a 4 x 8 feet minimum - but the bigger the better. Time for an update!
It also looks a bit dry. Russians like to dig in moist (nor wet) substrate.
What sort of bulb are you using and what is the humidity?

The lamp is uvb, uva, and heat. The humidity is about 60 to 70 percent. She does like to dig in this substrate typically. I just ordered another crate to add on for her

also, she may have been gravid!!:) any eggs? i'm curious as to what happened.

Ummm I dont think the UVB and UVA and heat bulbs dont put out real UVB... I'll ask @Tom
