Russian Tortoises Housed Outdoors

Hello I was wondering if Russian Tortoises could be housed outside all year round in Las Vegas Nevada. The Lowest temperature for 2022 was 28 Degrees F. The highest temperature for 2022 was 112 Degrees F. If they could be housed outdoors all year round what should their enclosure include.

@Tom might be able to help.
I'm thinking they would need a heated hide/shed for the colder times and a place to dig into the ground to keep cooler in the heat of summer.
Tom can maybe suggest how that would all need to go.
