I currently have a 4 month old Hermann hatchling who is eating, pooping and sleeping well. She is very active during the day and appears to be thriving. Besides her bath, what is a "safe" amount of time for her to be out of her enclosure?

Out of her enclosure and outside? Depending on how hot it is, 1/2 - 1 hours daily is good, making sure there is shade available. Be sure she does not over heat. Outside of the enclosure to run around your house, zero. That's not a good idea.

it's never a good idea to let your tort roam your house, even just a room. it's confusing, cold and stressful. also they tend to eat things they shouldn't...like hair and that causes huge problems in their digestive track. the ideal thing would be an outdoor enclosure. you could also add on to the indoor enclosure or just switch the things inside up a bit.
