Shedding?

My RES Gunther has "shedding" skin. I don't know what else to call it. It just looks like fly away skin when she's in the water. I tried to get some good pics, but it's still kinda hard to see. In the pictures, you can mostly see it on the top of her neck and where her limbs connect to her body.

Can anyone tell me what this is, why it's happening, and how to stop it?

Its quite common to see a water turtle shed skin. You see it most often on turtles that don't bask much.

Does that look like what it is? Shedding skin?

She does bask A LOT, though. As long as it's nothing serious I won't worry about it, but it's just one of those things, ya know?
