Should I have my tortoises live together?

I have had two Russians for a year and I never known they should not live together. I do not remember ever seeing any signs of aggression and they have lived together for a year and have had multiple enclosures (but I introduced my tortoises to them at the same time). Some times they will go for the same piece of food and might climb slightly on top of each other to get it but they never bobbed their heads, hissed, bit, or ramed at each other. They seem very happy with each other. Is this fine to keep them in the same enclosure, I am building a 3 by 5 or 6 foot wooden tortoise table tomorrow, but and I could put a piece of plywood to divide it in two but that would limit their space and I can’t really build a bigger one. Do I have to build another one or is continuing to house them together fine?

No.
No tortoises should be kept in pairs.
AND ESPECIALLY not Russian tortoises.
You'll see people doing it on FACEBOOK, etc. But please take this advice.
This will end badly.

Tortoises should not be kept in pairs. Its bad for both of them. You need to build two separate enclosure and both of them need to be large.
