That's absolutely terrible. See how much "growth" is around the coastal section of the carapace? Then pay attention to how close together all the upper scutes are to each other. No growth in between them at all. That tortoise was kept SO DRY that the new growth all happened below the top of the tortoise. (And I'll bet she was only fed lettuce)

You can also look at it in a different way and say how wonderful mother nature is. She still made that shell grow big enough to house a growing tortoise, even though the growth is all around the edge.
