Somewhat Concerned

Hey guys, I own a Russian Tortoise named Vladimir. During the day if it's warm enough (which it almost always is because I'm from Southern California) I put him outside in our enclosed garden. I don't leave him out at night and usually pick him up to put in his terrarium when it starts to get dark, and by that time he usually is finding a nice spot to wedge himself into or to burrow.

Recently, he seems to be less energetic and what I'm most concerned about is the fact that whenever I go to grab him, he's always sleeping in an incredibly open area, not having burrowed or made any attempt to do the usual tortoise stuff. Has this ever happened to any of you, having your tortoise suddenly stop burrowing and hiding? Is there anything I should be concerned about? Any sort of answer or follow-up questions would be useful. Thanks!

It might have been too cold for him. Does he eat and once you've brought him in the house does he act normal?
