Today I saw my star indian tortoise eating Catharanthus roseus, commonly known as the Madagascar periwinkle, rosy periwinkle or teresita in garden. Is it safe for him if he eats it?

How much was eaten?
We have it in our garden, but Joe wouldn't go near it.

The tortoise table is very conservative, but Catharanthus is indeed considered a "major" poisonous plant in toxicity tables where immediate help is recommended if any amount is ingested. That is general recommendation for mammals, so I would certainly watch your tortoise for any adverse signs.
