Hi! Orchid bark, Cyprus mulch, coco coir and fir bark are all good substrates. Orchid bark seems to be a favorite. It holds moisture and is less messy. I have fir bark (same as orchid bark more or less) and some chunky coco coir. My torts like the large chunky coco coir for burrowing in so I put it in their hides and napping spots. All these substrates can be found in garden centers.
As far as feeding amount for a young tort you should feed as much as they will eat. I've heard that a pile of greens roughly the size of the tortoise is a good starting place and give more if they finish it. My 2 torts eat very different amounts and their activity levels are vastly different so it can vary a lot.
