Substrate stuck all over neck

My 3 sulcata hatchlings constantly have substrate (topsoil/moss) stuck all over their heads and necks. It doesnt seem to bother them but I worry about it irritating the soft skin of their neck. I try to rinse as much off as I can during their soaks. Should I put a larger substrate over the existing substrate? And ideas?

I don't keep sulcattas myself but I feel the moss/soil combination may actually be beneficial to the skin as the hatchlings in nature may actually seek that type of micro habitat . Sulcatta keeper can provide further insight.

They do burrow into it a lot.
