Swollen and runny eyes

I have a yearling easter hermanns tortoise and I just noticed his eyes appear to be swollen and seem to be a little runny. Is this serious? What action should I take?

What kind of lighting are you using? Second, keep him under warmer temps then normal. Keep him away from any other torts you may have, until he is better. Others will be able to help further. BTW, if you are using coil type lights, get rid of them.
