Nope. Not my tortoise. I'm just commenting on weather. Last thing I want to do is tell someone to put their tortoise outside when it's 40 degrees for the high. Original poster is in Abington, Pennsylvania. Current high temps are mid 40's. You are in Texas. Quite a difference.

obviously your not going to put a tortoise in that weather, it’s Common cense when it warms up you can take it outside to get some “Excersice” and sorry i got confused i thought you where the Original Poster.
