She's got something going on internally. Most probably a respiratory infection, but there's something else that's making her saliva orange and sticky. I don't know what that is. It would be a good idea to take her to the vet, and while you're at it have her beak filed down.
I believe that what you are seeing around the mouth is thick phlegm resulting from some kind of respiratory infection. The tortoise may be on the verge of having pneumonia. It would be a very good idea to take it to a good vet for a check-up and trimming of the beak as mentioned by others above.
