Tortoise head bobbing

Just about 2 minutes ago I just realised my sisters tortoise bobbing his or her head at my tortoise it was doing it for about 20 seconds then my tortoise went over to it and started smelling it? What was this ??

I know bearded dragons do it for a mating ritual thingy, lol! They can also do it before they fight too though. Not sure bout torts though......

Checking each other out. Torts are territorial and don't get lonely or need or want company, so they are probably trying to decide who needs make the first move on making the other leave.
