Tortoise in Mission Hills needs help!

I went looking on craigslist curiously to see if there were any torts available. I came across this ad, for a Russian tortoise named "Stubby". His shell is very deformed, and the pattern on his shell looks strange as well. His nails and beak are very overgrown too. He has quite a bit of skin shedding, so I'm assuming he is dehydrated, by the looks of his "enclosure" I thought I was close since it said San Diego, but this place is in San Fernando area, north of LA.

He's got a really strange-looking new-growth band running across the tops of his "shoulders" and around the tops of the coastal scutes. Quite a BIG growth spurt, hence the "blonde-lookin" coloration.

Hopefully someone who knows their tortoise care will get him.
