Unfortunately you can't bring it on the plane with you. You would have to ship it internationally which requires a customs broker and a bunch of time-consuming paperwork and fees. You will likely have to get a vet certificate in Canada. There are brokers that will handle the entire thing for you, but it will likely cost more than the monetary value of the tortoise. Would be easier to leave this one behind and get another sulcata after you move. But, If you really want to take this one, it can be done. You would have to contact a customs brokerage in Canada to start the process. I don't know of any in Canada.
Besides what Sterant said, there may be quarantine laws in place for animals which would require the animal to be kept by some government official for a certain period of time. You really need to look into the laws at the receiving end.
China had ban all the reptile trading activity few years ago to help stop smuggling . It would be nearly impossible to get in to the country. However if you have all the required document. You might still get it in.
