Tried everything to heat up his tank.

Please help! I am new to red foot tortoise parenting. My son left his here when he moved out. I have a 1 1/2 year old Red Foot who is indoors in a 40 gallon tank with a screened top. I cannot get the temp above 85. I have a 150W heat lamp, a 100W ceramic heater and his UV light all on the right side of the tank for his " hot side". Even with all that I can't get the temperature up. I have 2 thermometers in there to make sure the temp is accurate. I also bought a fogger to help with the humidity but that just makes the temp drop more. As I said I am new to this and need help. Thank you

Heat and humidity levels are very important for a Redfoot.
The temperature should always be between 80 and 86.
The humidity needs to be above 70%.

The easiest way to keep in warmth and humidity is by closing off the majority of the top. That screen doesn't work. (And that tank is too small)
YOU DO NOT WANT A TEMPERATURE OVER 85°.
Its perfect as it is.
Do you have a safe area outdoors for the tort to live when the weather is ok? That's the best bet.
Your current indoors setup needs some serious tweaking.
Do you soak him?
What type of UVB lighting do you have?
What are you feeding?
