Uneven growth in Russian Tortoise.

A member of the reptile site I moderate posted about their tortoise’s weird growth. Is it normal or healthy, and if not, what is causing it?

Note that this tortoise is being (or was for most of its life, they may have just recently moved it to a 60 gallon) housed in a 30 gallon tank because they thought the “10 gallons per inch of shell” rule applied to tortoises.

It does look odd but I can’t say whether is healthy or not.

Looks like an uneven growth spurt to me. My guess for the cause would be the lighting, possibly bulbs are too close and the tortoise always basks in the same position.
