As their lungs are located on their backs, when they are turned upside down they cannot breathe. However, they can survive a with relatively low blood oxygen levels.

What is the condition of the tortoise right now?

He seems ok this was a few days ago I was just wondering if it would have any long term effects.

If he is acting normally then there shouldn't be any long term problems. The main concerns when a tortoise flips around is that they are unable to breathe and that they cannot move around to regulate their body temperature. Just keep an eye on him for now but I don't think there will be any long term effects.
