URGENT! Baby tortoise shell deformed.

I have a baby leopard tortoise that I guve proper UV and feed every day with calcium. I use a UVB tube instead of a bulb. Lately his shell has been getting deformed.

Today I saw the two middle scutes on his plastron have been sunken in. The line going under his shell is a good milimeter tall on those 2 scutes.

His shell is also really soft when sleeping, but it gets harder as hes awake. What can I do? I feed him dark green leaf like vegetables lile romaine lettuce and basil and I sprinkle on his calcium with every meal. I soak him daily and spray his habitat with a spray bottle 3 times a day.

The white on his shell is from the calcium powder

Do you have a meter that can check the amount of UVB your light puts out?
