Also how long does he needs to stay under them? I live in Arizona ges currently outside so how often should I get him in?

How often is your tortoise outside?
At least 3 hours a day (or more) of real, unfiltered sunlight would negate the need for a supplemental UV light.
......And if you needed one, the species you keep and the size of the enclosure would determine what type of florescent lamp would be best.
