UVB/heat lamp ideas for closed-chamber tortoise coffee table?

Hi all. My red-foot has outgrown his aquarium home and while he lives outside much of the spring, summer and fall, he needs an in-door home for the cold winter months. We have a 3.5-wide octagonal coffee table with upper and lower glass shelves that I plan to repurpose as a terrarium to keep him in for those winter months he can’t live out in the garden.

My question is about lighting and/or heat. We’ve always used a ZooMed UVB+heat lamp in his tank....the new enclosure is only 15 in deep, so I don’t think that will work. A) I’ve read about under-tank heaters being unnatural and potentially dangerous for torts; is there a way to set up a terrarium that would make them safer? And B) are there any aquarium-hood-style lights (long and narrow/shallow) that would provide good UVB and possibly heat for a tropical species? I see some at our local PetCo that day they’re good for reptiles, but I am leery of marketing schemes!
