I have a little bit of a predicament. I am going to Georgia for a week and a half and I do not know what to do with my torts. I do know someone who lives near me who can come to feed them but can only stay for a short amount of time and can not give them soaks. My torts just got moved to an outside enclosure and are not used to their water bowl yet and do not really know they can get water there. Should I risk them being too dehydrated or bring them but sacrifice space?

I would try to find some one else who could stay longer.

how much space would they have if you took them along with you? (in square feet)

How big / old are the tortoises?

Unless they are hatchlings leaving them for a week and a half is not that big a problem. Not ideal but do-able. Move them to an indoor enclosure, set the temperature at the lower end of the normal range for the species, provide light but no hot basking lamp. Leave them with a full water dish and some dried food - crushed dry mazuri or dried leaves etc.
