Consider trying the California Turtle and Tortoise Club at www.tortoise.org/valley. They help out in the Palmdale area and they do adoptions for free. They will do an in person yard / tortoise table check, which both will be needed at the size you are looking for. They do get small ones regularly - not just the big ones.
