A 40 gallon is much, much too small for an adult Russian tortoise, regardless of the size he is in comparison to your hand.

An easy way to make a table from scratch is to go to Home Depot, and buy a full 8x4 sheet of plywood. If you want it to be standing, but some 2x4s(or something similar), and use them as legs. It would be wise to get some thinner strips of wood, ant nail them to the bottom of the table, and screw/nail the legs into the corners. You might even put a leg in the middle for extra support.
Then, get some 1 foot-1.5 foot boards, and pin them to the sides of the table. Make sure that you take the substrate height into account.
Finally, line it with pond liner, flex seal(that’s what we did), a tarp, etc.
To make one from a large book shelf, just nock out all of the shelves and line it.
Tho make one from a large table, just pin boards to the side and line.
It actually a lot easier than it sounds!
