what happened to the belly shell of the tortoise

I didn’t look at its belly for weeks and today I find this. It looks the part of the shell is broken and there is a hole in the shell. Also this part of the shell is a little bump than other parts. This is a 11cm Russian. Daytime humidity is 60%, temperature is 28C. Night humidity is 40%, temperature is 20C
