I would like to start giving Leo more fresh food then the dehydrated food but I don’t want to give him anything that will make him sick or cause mouth rot.

This is labeled for sulcatas, but the same info applies to leopards. A little less grass for a regular leopard, but the rest of the list is great for them.

And eating leafy greens, weeds, leaves, grass, flowers, succulents and all the other things you should be feeding your tortoise does not give them mouth rot. Mouth rot is very rare in tortoises and almost never seen. When it is seen, it is usually due to some sort of infected mechanical injury, or very poor and incorrect care conditions. My point is: "Mouth rot" should not be of any concern at all.
