While you are reading this why don't ya give him a warm soak. He's a really young dehydrated pretty bad off Gopherus agassizii...desert tortoise...they are legal in Nevada... Where'd ya get him? What can we do to help?

Are you keeping it/trying to help it? If not I would look for desert tortoise groups who can take it. But try to follow advice here for caring for it until it goes elsewhere,
