What tempurature should I keep the air+water in tank.

So I plan to have a hatchling musk and eastern painted turtle in a 20 gallon long tank until they are about 2 inches with large stones as the substrate and I will be purchasing a turtle topper basking platform. What tempurature should I keep the little basking room? What about water?

water between 76-78 will be more than adequate. Its ok if it has some fluctuations. The spot underneat the basking lamp should be about 90.
